AGE REQUIREMENT: You must be 21 years of age to participate in the APA Pool League in Delaware
SCORESHEETS: All scoresheets must be postmarked the next day after you play. Home team is responsible for mailing in scoresheets and league fees. They must be filled out completely and legible. Failure to comply with this rule will be a one point penalty (8-Ball) and 20 points penalty (9-Ball) if it is your second offense.
WEEKLY FEES: Fees are $30.00 per week, and this includes playoffs. A team that has to forfeit any individual matches because they didn't have enough players present, must pay $6.00 for each forfeit and also pay $6.00 for the person on the other team that was present and ready to play. Any team not sending in the correct amount of money may lose all points for that week. Teams that owe money to the league will lose all eligibility for playoffs, wild card and higher level play. Please use a check or money order to pay league fees.
PRIZE MONEY AT NATIONAL QUALIFIER: Teams playing 3 sessions will receive 100% of money earned, 2 sessions 66% and 1 session 33%. All money left over because some teams only played 1 or 2 sessions will be divided among the teams going to the National Championship. (For payout purposes) A team in the L.T.C. must have a min. of 4 players on the roster that also played on the team the previous session or session's. If not, the team will only get credit as having played one session (Spring).
INCLEMENT WEATHER: If we have heavy snow accumulation or if you think the road is to dangerous to be on, or just not sure what to do, call the league office at 376-1123 and we can give you the telephone number of the capt. of the team that you are to play and the two captains can work something out. Just because it is snowing or snow is in the forecast isn't a reason to automatically cancel the match.
ABSENCE FROM PLAY: If both captains agree, their match can be made up within 7 days of the original date, but must be approved by league operator. If both captains can not agree on a time and place to play, then it must be played the time it was scheduled for, and forfeits will be in effect. Only under very extreme situtations will league operator force a team to reschedule a match. Try to play the match even if both teams are going to be short players.
STARTING TIME: 7 P.M. is mandatory start time, even if only one player from each team is present. If either team has no players present at 7 P.M., then you must wait until 7:15 P.M. until a forfeit will be in effect for the team with no players. The team with no players may be dropped from the league, and if dropped, the opposing team will get 3 points, and pay no league fees (8-Ball) and in 9-Ball the opposing team will get 60 points and pay no league fees.
FORFEITED--BYES: If a team drops out, the team scheduled to play them will receive 3 points for the bye in 8-Ball and 60 points in 9-Ball. A team forfeiting 10 or more matches during a session may not be eligible for wild card. Any team joining a division after the session has started, will receive one (1) point for each week they missed-8-ball & 20 pts in 9-ball.
BAD CHECKS: Any person who writes the league office a check that is no good will be charged a fee of $30.00 per check. You must make the check good immediately after notification by APA OF DELAWARE INC. or points will be taken off. Legal action is last resort.
TABLE SIZE: You must play on a 3 1/2x7 pool table if it is available. All end of session playoffs must be played on a 3 1/2 x 7 or 4 x 8 even if it means going to another location.
CUE BALL: The size of the cue ball must be the same as the rest of the balls (2 1/4") You must use the regular Cue Ball that is always used with the table! This regular cue ball should always drop out at the end of the table and not where the other 15 balls are stored. EXCEPTION: If both captains agree the two teams involved can use any cue ball they want.
ADDING A PLAYER TO YOUR TEAM: You can add a player to your team anytime during the first four weeks of the session even if the match for the night has started. You can also add a player to your team after four weeks, but you must notify the opposing team before the first match of the evening. You can't add anyone to your team with less than four (4) weeks left in the session. Any team that is qualified for our end of year (Local Team Championship) can not add anyone to their team after the 4th week of the Spring session.
ORDER OF PLAY: Once a player has been called to play a match, they can't be changed, unless this player called will cause the team to go over the 23 rule or the 19 rule.
COACHING: Coaches are limited to one minute. Only two coaches and the two people playing the match are allowed to approach the table during a time out. (Ball in hand foul) The coach or player is allowed to touch or place the cue ball in ball-in-hand situtations during a timeout. You do not have to declare who the coach is going to be, even if it is not the captain of the team. A player may have a different coach each game and even in the same game if the player gets two coaches.
MARKING POCKET: It is legal to mark the pocket with chalk when playing the 8 ball.
JUMP SHOTS: You must use the pool cue you shoot the match with. (Ball in hand foul) You may break with a house cue or a break stick. You may also use a short stick if room is a problem.
PRACTICE TIME: Home team 6:00-6:30 and visiting team 6:30-7:00
NEW PLAYERS: A person who has never played in the APA before will play their first match as a S.L. 4 for Males and 3 for Females in 8-Ball and in 9-Ball a Male starts out a 4 and Female at a 2. The captain of a team must notify the league office if the new player they are adding plays better than the starting skill levels previously mentioned. A starting skill level for above average players will be determined by league operator. Any team trying to hide the true playing ability of any team member will be subject to being disqualified from playoff, tri-annual and Local Team Championship.
LADIES DIVISION: There shall not be any coaching or interference from any Males in the building where the match is being played. It is the captains responsibility to take care of this problem. It is illegal for a lady playing the match to receive advice or talk to any Male in the building. Talk before the match, after the match or while the balls are being racked. League operator will rule on this violation.
SMALL DIVISIONS 4 OR 5 TEAMS: There will be only one week of play-offs. The first place team will play a Wild Card Team.
LAST WEEK OF PLAY: Any team that forfeits 3 or more matches the last week of league play will not be eligible for the wild card or the division playoffs. Also if you lose all 5 matches in 8-Ball or 80 or more points in 9-Ball your team is not eligible for wild card or division playoffs. (Exception) A team will still be eligible for the playoffs and or wildcard draw provided the team that you did so poorly against, does not make it to the playoffs. A team in 1st, 2nd, or 3rd place going into the last night of play and loosing all 5 games in 8-ball or 80 or more points in 9-ball, will still be eligible for the playoffs or wild card draw if necessary.
WILD CARD DRAW: Someone from your team must be present when drawing for the wild card, and if no one is present, your team will not go into the hat. 1st, 2nd, 3rd place teams should also be at this drawing.
TROPHY DISTRIBUTION: The team that finishes in 1st place in regular session play will receive the 1st place individual trophies, and the teams that finish 1st and 2nd in the playoffs will get 1st and 2nd place bar trophies.
There is no playoff the second week for 3rd and 4th place. Teams not having someone-anyone present at trophy presentation to pick up your trophy (s) will not receive them at a later time! (Will donate to charity)
QUALIFYING FOR TRI-ANNUALS AND LOCAL TEAM CHAMPIONSHIP:
Open 8-Ball Division: Summer, top 2 teams in division playoffs (6 or more teams in div.) Fall, top 1 team in division playoffs---Spring, top 1 team in division playoffs are qualified to play in the tri-annual held after each session in which they qualified. Eight teams will advance to the Local Team Championship from Summer tri-annual tournament and four teams will advance to the Local Team Championship from each of the Fall and Spring tri-annual tournaments. 16 teams will play in the Local Team Championship .
Any open 8-ball division team that qualifies for the Local Team Championship more than once in the League Year will receive a bonus of $500.00 dollars (limit of 1 bonus per year) If a team re-qualifies for the Local Team Championship, then a wild card draw will be held to select another team to advance to L.T.C. This draw will include all teams that were in the tri-annual where a team re-qualified.
Open 9-Ball Division: Summer, top 2 teams in division playoffs (6 or more teams in div.) Fall top 1 team in division playoffs---Spring top 1 team in division playoffs are qualified to play in the tri-annual held after each session in which they qualified. Four teams will advance to the Local Team Championship from Summer tri-annual and two teams will advance to the L.T.C. from each of the Fall and Spring tri-annual tournaments. Eight teams will play in the Local Team Championship. Any open division 9-ball team that qualifies for the L.T.C. more than once in the League Year will receive a bonus of $250.00 dollars ( limit of 1 bonus per year ) If this happens, a wild card draw will be held to see what team will advance to the L.T.C. This draw will include all teams that were in the tri-annual.
Ladies 8-Ball Division: SUMMER-FALL AND SPRING SESSIONS: A div. with 8 or more teams still playing at the end of the session will have two teams advance out of playoffs and into the TRI-ANNUAL each session. A div. with 4 - 7 teams will advance only one team out of playoffs and into the TRI-ANNUAL each session. Two teams will advance to the Local Team Championship from Summer tri-annual and one team will advance from Fall and one team from Spring. Four teams will play in Local Team Championship.
DISQUALIFICATION OF QUALIFIED TEAMS:
All teams that are qualified for the end of year Local Team Championship must play and finish each subsequent session in the top half of their division or they will be reviewed by the League Operator or Board of Govornors and a penalty could be levied against the team or individuals.
Remember that you must play 4 times with a team to play in playoffs. You must have a total of 6 lifetime plays to play in a tri-annual, and a total of 10 lifetime plays to play in a National Qualifier.
